Lisa asked on her blog about Tyvek. I made this tag about 2 years ago and the flower is made of Tyvek (I didn't intend it to be that, I just thought it looked like one after I had done it!). The splodge in the centre is embossing powder and I heated the Tyvek with an iron (with baking parchment in between). I think it is painted with silk paints.
